What is so important about the CPU speed how much does a change when I increase the frame rate or add enhancements

most things in the enhancement tab of the graphics settings depend on your GPU (IR, AA, per pixel, etc)
The rest is your CPU.

When I patch a game so it runs at a higher frame rate.

Increasing the frame rate affects both the CPU and GPU a lot.
