Unable to use Netplay ("Failed to listen...") - NobleSupremacy - 09-30-2015

Hello everyone, I'd very much appreciate someone's help as I have had this issue for about two days now and have absolutely no idea how to solve it. Whenever I try to host a game on netplay (traversal of course) I get the message "failed to listen, is another instance of the netplay server running?" and am unable to get around it. I've never had this issue before and I've been using Netplay for quite a while. I play melee with my friend but I even try other random games I have and I get the same message regardless. When I try to join his game rather than host absolutely nothing even happens. This is honestly very frustrating and I would very much appreciate any trype of help anyone has to offer. Thank you!
I also get this message when attempting to use an older version "Failed to init traversal client. This shouldn't happen..."

Update to a newer version of dolphin.

You probably have another program on your computer listening the same port dolphin netplay server uses already. Check to see what's using port 2626 or 6262

I used a site to check the port and it says that it is closed

That doesn't mean anything.

That just means that your firewall or router is blocking access to that port. You still probably have a program on your computer that is occupying that port.
