Video Card/GPU: AMD Radeon HD 6410D
Memory/RAM: DDR3 6GB
yep my PC is crappy.
only issue i have with dolphin right now is the games are in slow motion.

That build shouldnt be able to run any dolphin games whatsoever, intel>amd always. Admin89 should be here shortly to show you a great budget build that should be an upgrade.
The sad thing is is that build is better than my current pc

Not like you can get Dolphin to run on a 32-bit system, anyways; upside is that you should be able to use your key to grab the 64-bit version of your OS
