Do you think the Mali T880, will be able to run this emulator decently?

Depends on how many cores the hardware that uses the GPU actually decides to have.
The T880 can have anywhere from one to sixteen cores.
Typically if it ships with more than a few cores(three?) we won't be bottlenecked by the GPU, but instead the Mali's video drivers.

Even if they update the video drivers that doesn't mean they'll be any better for Dolphin.

I think that the team should focus more on WiiU emulator for windows than emulator for android

i have to disagree, because the android emulator is still in alpha and it needs lots of improvements, not only in the emulator itself but in the hardware of phones. when the emulator is atleast kind of stable (able to play some games at full speed) then the developers can move on to something else, like the Wii U.

Well, and the fact that uh, it's a different console. That's like telling the PCSX2 devs to make the emu support PS3. O_o
