you have to use Rev 4.0-5243 or newer in order to use this pack. i'm guessing your audio issue is from slow down, this is the most demanding game for Dolphin that i am aware of.
What are your system specs?

I already use newer dolphin versions like; 4.0.6444. The sound problem just there is Last Story;
my spec; i5 4210u 1.7 ghz to 2.7 ghz/4 gb ram/nvidia 840m/500 gb hdd

The sound issues only happen when the emulation-speed gets below 100%. That happens because this is probably the most demanding game for Dolphin and your CPU is too week. Clocks below 3 GHz are just too little. If you have room for overclocking, that might help a bit.

No sound issues on dolphin 3.5 but; 4.0 or development versions have sound issues I dont understand this.

That's because the old versions didn't have the new HLE audio and audio wasn't synchronous.
The only thing you could try is using Ishiiruka and checking "timestretching" in the audio settings.
Just keep in mind that it's an unofficial Dolphin build, so if you have issues with it, only post them in the Ishiiruka thread: https://forums.dolphin-emu.org/Thread-unofficial-ishiiruka-dolphin-custom-version

I already use ısshiruka; I try sound settings. But why texture pack cant load?

If you are using a recent Ishiiruka version and the option for custom textures is ticked, it should work...

Haven't had much time to check the forums the past couple weeks. Still, I'm glad there are at least a few people enjoying the pack. As long as you got everything working drgn, I don't really have anything to add to the helpful advice everyone else offered up.
