I have not made any major changes here other then an upgrade of dolphin to the latest version. I normally get near %100 on game play. I have set all options back to default and can not get better then 6FPS. My system seems to be running just fine.
See images for details, any thoughts here. This is so strange its any game I try.

You are experiencing an odd quirk of Dolphin. You used to have your framelimit set to audio, which was removed in the latest versions, so it decided to put you at a framelimit of 5. Se the framelimit to auto
