Can't state save in fullscreen. - Nomzr - 10-15-2014
Pretty much it, if I leave fullscreen I can, but during fullscreen I can neither load or save states. Current build being: Dolphin 4.0-3587. I could do this in 4.0.2, but not this current build I'm using.

Uncheck Render to Main Window for now. There seems to be a bug with it enabled where the shortcut doesn't get sent to the window it seems.
