Apparently Dolphin/ARM runs fine under QEMU user mode on Linux on a Intel machine, so theoretically, you should be able to run Dolphin/x86 on an ARM machine with this:

Note, you'd probably have to run a 32-bit build.

The issue with that is that we don't support x86_32 anymore.
Also for x86_64 Android builds there will be some issues that I most likely won't be working on fixing...
