You can already do this with the game inis. Read this thread to learn how use them and set them up.

There's a problem with this, and that's that things like 'make it run on a SNES' will get far more votes than things that are technically feasible. There would at the very least need to be a way to label something as impossible, and by the time we start adding things like that, it starts to become too complicated for a forum thread.
