what is the the best laptop in dolphin perfomance that cost around 300$-400$?

Don´t really know, but the least acceptable processor for Dolphin in order to get full speed would be i5-4200M.

Double that budget then you may have a chance to run Dolphin at decent speed
If you don't have any more to spend then this dirt-cheap laptop will give you acceptable performance in light-weight games : Smash Bros Melee , Brawl , New Super Mario Bros , Ikaruga , Muramasa the demon blade ....Of course , demanding games are out of the question
Btw , there are i5-4200M and i5-4200U . The M stands for standard/normal mobile CPU . The U stands for ultra low voltage CPU , it's weaker than an i3 .
