Do a search for "USB Network Joystick Driver 3.70a"

This works well for me.  It says it is compatible for Android and Windows.

Thanks! I'll try this out and another tool I found called Magic Joy Box USB Driver. Hopefully these work rather than having to do a convoluted autohotkey remapping.

I remember my 15 pin sidewinders had a 'remap a button to ANY key' tool. Why is there no open source tool that can do this?

I can confirm that usb network joystick works with multiple simultaneous standard hid gamepads.

It does not work with Xbox compatible controllers that use the xinput api. For that you would need UCR, inputmapper, tocaedit xbox 360 controller emulator, world of joysticks xinput emulator, ppjoy, betterjoy, vdx, vjoy, ujr, joystick gremlin, vigem, freepie, joystick curves, xoutput, or SCPToolkit.
