About the processor you recommended, would i be able to substitute it with an i5 4570, or would there be a drastic drop in performance? The reason i ask is because it's $50 less than that which you recommended.

You should wait for haswell refresh, pentium anniversary edition will be overclockable if paired with z97 board

That Xeon is equivalent to i7 4770 but 50$ cheaper due to the lack of integrated GPU
i7 4770 : 4 cores 8 threads
Xeon :4 cores 8 threads
i5 4 cores 4 threads

In Dolphin : No
In other programs such as video encoding software , some PC games that support Hyperthreading : Yes

So if I don't plan on doing any serious graphic design or things in that line, the 4570 will be fine for everyday stuff and dolphin?

It will if you don't need to overclock. Anyway it should be OK for most games
