I'm just paraphrasing Delroth. There are big improvements JIT could get which no-one has implemented yet, such as macroblocks, where each piece of code JIT'd is bigger, so more optimisations can be applied etc.

It was probably just kinkin's attempt at a bad joke. I'm still not completely sure. He does seem to do that a lot though.

I assumed it was a bad joke too, but didn't want it to turn into one of the times I've paraphrased a dev and offended a lot of people, and then had to find the thing I was paraphrasing in amongst 100,000 posts, and then still been told off, so I gave an example of why delroth may have said the thing, as it's faster, and usually wouldn't have lead to me writing a long(ish) post explaining myself.

Yes, it was an attempt at a bad joke. It was supposed to be bad, too, so I didn't exactly fail at it.
