Yes, I did do that. But it still said I was missing sdl2.dll

You obviously didn't do that if you got that error.
Download https://dolphin-emu.org/download/dev/6959a935999459a01a2bad742cc97cc8cdaa9f57/ and put it in the folder.

My problem isn't fixed. No cheats are displayed after I've added them in the .ini file.
EDIT: Alright, I copied the .ini file and renamed it to 00000000.ini and it works now. Thank you for your help!

Ah, i had originally said 00000000.ini, but then changed it because i thought it'd be truncated. Whoops.

I'm in the exact same boat trying to use cheats with a main.dol for modding the same game.
