I would like to add that; that screen area flickers in and out in OGL, if that helps find the problem.

I will test the D3D version.

OGL Does not work still.
D3D doesn't experience this issue.

Are you running the latest drivers?

Also, your GPU is really old (OpenGL 2.1 and D3D 10)........

I do not experience this issue in D3D.

This issue is only experienced in the build mentioned and newer.
