Jumpy sound and bad fps - mysteryman141 - 01-21-2014

(First post, correct/forgive my mistakes)
I just got dolphin after not using it for about a year and when I return I have found that my (2, RE0 and Paper Mario-ATTYD) games run at 60fps in menus and will run at 60fps but if they dip under 25 fps the sound gets very jumpy not to mention visual lag and I have looks all over for many different option combinations but to no avail! I would really like help because I have been searching for 3 days.
Pics of my settings (can I use spoiler tags in this?)

This was an instance of jumpy sound

Why did you disabled idle skipping?

It's due to HLE rewrite (new AX-HLE). If you can't run the game full-speed the sound will stutter

I saw it somewhere so I tried it.

How can I fix this?

1) Get a faster CPU (usually means a new laptop in cases like yours).
2) Make your CPU faster (usually means making sure Turbo Boost is on, only a few Intel mobile CPUs can OC, but a lot Turbo Boost just fine).
3) Try the latest revisions (they're generally faster than 4.0.2).

For Turbo Boost, follow this thread: https://forums.dolphin-emu.org/Thread-unofficial-laptop-performance-guide Make sure you're using your Nvidia GPU and make sure ThrottleStop is forcing Turbo Boost (go for 2 cores).
