hello,
I just installed ubuntu 13.04 and dolphin 4 and when I run the Mario games or just dance 3, I have a black screen
can we start dolphin in debug mode to get the problem?

IIRC, 4.0 ended up with some awful major issues that prevented things from running properly on certain OSes/setups – these things were fixed in 4.0.1/2, but for some dumb reason there aren't any builds of those for OS X/Ubuntu. In lieu of that, current development builds also have those fixes, so try those out: https://dolphin-emu.org/download/
