1- Most i3s are pretty slow and weak. Depending on the game, it will run well, slow or in average performance.

2- What game(s) you´re playing?

They are just as fast as their i5/i7 counterparts clock for clock (Excluding extra cores and cache)

Using one of the latest dev builds, use the OpenGL backend. Besides just general speed improvements, the dev builds are faster with OpenGL due to some added speed enhancements.
Also make sure that all your drivers are up to date, check windows update, run DirectX web updater, and get the latest version of visual c++.
Then make sure you're computer is in high performance mode under Power Management for Windows and in a high performance profile in Catalyst Control Center

It's "built-in" as in you don't need anything other than a working implementation of the OpenGL API (your GPU drivers provide this) to get it running in Dolphin. Click Graphics, go to the General tab and select OpenGL from the Backend drop-down list.
