You can´t download a CPU feature.
Intel TB allows you to overclock your processor a bit for faster computing experience.

Your CPU is too weak for latest versions of Dolphin.
You might be more lucky with older versions of the emulator.
However older versions = better speed but worse performance/reliability. And no support (or so little
) on the forum

It'll be a hit or miss for you, depending on the game. Put your computer into high performance mode and make sure it's plugged into a power source for the best experience. That way you can make the most of TB (it's a feature of the CPU, no downloading required)
