Since next gen (5th gen ) Broadwell is coming soon ( Q1 2014) , you should wait for it
You already have an i3 Ivy Bridge CPU , there is no point in getting another Ivy Bridge CPU . If you desperately need a better CPU atm , just get i5 3470 (locked version)

Last I heard broadwell was delayed to Q4 2014. Then again Intel keeps changing their minds every month.

thanks for the advice. I had no idea the next gen was already coming soon xP I've been looking into the new radeon r9's. Is dolphin gonna be able to take advantage of Mantle? i would assume that not having to use a conventional back end could increase Emulation speed

They don't know until more documentation about the API has been released.

I know he is and that he does, wasn't trying to belittle him or something ;p Any who... So how much of a performance boost could I expect with my i3 if I turned hyperthreading off? Anything? I'm only able to find a little bit about it and the newest I found was from 2010. Thoughts?

None. It doesn't benefit dolphin but it doesn't reduce performance either.
