Go for at least 4 ghz and you will still not be able to play all games fullspeed... I hardly think that even 10 Ghz would be enough. I have to buy myself a better motherboard, I'm stuck at 4 ghz currently...

back to topic: The best you can get (without overclocking) is currently a E8600 I think... if you want to buy a CPU for Dolphin. That thing has 3,2 Ghz and costs not that many.
