Look at the reviews of the seller to see if they ship good parts or not. I've gotten used CPUs of Ebay for two of my old computers, and they've been running stable for over a year each now.
But yes, it does depend on the chip, and its hit or miss. It's just a suggestion if he can't afford a whole new system right now
