i7-3770 / GTX 660 + Xenoblade - Kon - 11-18-2013

Hello, I've been playing with the settings for this game for several hours and can't seem to get them right. My framerate is pretty much pegged at 30, but I'm still noticing something that looks a lot like screen tearing -- especially in the distance when panning the camera. I've tried enabling V-sync in Dolphin and in my GPU settings, but the problem persists. I'm not exactly sure how to describe it, I guess you could say it looks like the framerate in the distance is much lower than in the foreground?
Here are my computer specs:
  • Win 7 64-bit
  • i7-3770 (non-k)
  • 8GB DDR3 RAM
  • GTX 660
I've tried most of the configs that were recommended on these forums, but I'm guessing things may have changed since most of those posts were made pre-4.0. Are there any specific options I should try enabling/disabling to resolve this issue?

Please post pictures of your graphics configs
