We have game inis for this...
Not everything can be controlled by the inis. There really isn't a better way to set up controls for the technologically challenged or launching from a frontend.

It's been a while since I looked, but I as far as I know there isn't a way to load a control config in the ini.

Yes there is.

[Controls]
PadProfile1 = KeyboardProfile
PadProfile2 = ControllerProfile
PadProfile3 = SomeOtherControlProfile
WiimoteProfile1 = WiimoteProfile

etc
