I noticed if you hold the "Tab" button down it speeds up your game to what I'm assuming the fastest your hardware can process it.

I was wondering if I could bind this to my controller? If not another key?

I'm using a normal, wired, 360 controller. I have every button bound except my left bumper, and I was hoping to use this for the speed up.

Last time I checked, Dolphin didn't have a hot key for disabling the framelimit, so Tab is hard-coded for that purpose. If there isn't already an issue for this as a feature request, you can go on Google Code and make one here.

Additionally, you could use a joystick-to-keyboard mapping program like Xpadder. The only thing you would do is map the left bumper to Tab and left everything else unmapped to a key. IIRC, Dolphin can't set any hotkeys from anything but keyboard input, so using Xpadder also lets you, say for example, take screenshots or load save states with your joystick. A nice added bonus.

Interesting, thanks.
