I tried 3.5-138-x64 and i have the same problem.

You can't get this game to work with Dolphin 3.0 or any 3.0-XXX revision. The game has been "fixed" after Dolphin 3.5 ( http://forums.dolphin-emu.org/Thread-gc-call-of-duty-2-big-red-one ).
If the game still doesn't work make sure MMU Speed Hack (and maybe MMU, I don't remember if both are needed) is checked in Game Properties. Right click the game in your gamelist to find this option
