Usually high ranking officials edit CAPS LOCK posts back into lowercase, or at least directly complain. This time they've used the noble art of sarcasm instead, so it may look like a mickey-take thread to those not involved.

Por favor, não use frases com letras maiúsculas apenas quando a utilização da internet no futuro.
É muito chato e as pessoas não levam a sério.
Please do not use sentences with only capital letters when using the internet in future.
