I'm not getting 60 frames, even with frame limiter off.

Hmm maybe this is a graphics card issue. Upon turning my IR down to 1X, I could almost reach 60fps.
Both screen shots were taken with frame limiter off.

I'm assuming Garteal has a superior graphics card.

Your GPU should yield (near) equal performance to my GPU. So something is definitely wrong on your end.
Seems like I could only reach 61-ish FPS.

This is with 4x internal resolution.

Try to benchmark your CPU ( Stock vs OCed ) see if any improvement , i mean your CPU is actually doing its job or not
Do you have 45FPS with stock speed ?

This is just so very weird...and inconsistent. Now I'm getting 61 fps with 1x IR, frame limiter: off. it wasn't getting that before: http://img37.imageshack.us/img37/606/wtfat.png

Your CPU is overclocked to 4.5GHz right? Could you add that to your signature/profile?
If you want, you can do as Admin-kun said, benchmark that CPU and see if you're getting the appropriate scores for your CPU.
Download Cinebench and run both the single- and multithreaded benchmarks.
Might as well benchmark the GPU while you're at it to make sure your it also performs like it should.

In your latest screenshot, you've looted some coins and starbits and you also view less of the area.
If you want a fair comparison between your screenshot and mine, then you should stand exactly where I stand with the camera angle being the same.

Do you have any background applications running? Chrome, Firefox, AVs, etc?
If so, try turning them off and only have Dolphin running.

So it seems there is some kind of bug with framelimit option ?
Also, it seems this is very cpu intensive spot after all- I wasn't able to reech 60 fps no metter what I tried.
EDIT: When I think about it, I do have weaker gpu then Garteal and xcyper.
If anybody would be willing to reset their overclock and test, that would put this issue to rest ( with the exception of framelimit bug, of course )

What do you theorize would happen if one would reset the overclock?
