Well, you could also try to reinstall your current OS. I doubt installing Windows 8 would fix any issue that reinstalling wouldn't fix.

I had some problems with windows 8 as well
Dolphin,PCSX2,PC game - Directx11 didn't detect Nvidia GPU on windows 8 . I was forced to play Shogun II with Directx9 , the graphic is so ugly compared to dx11 but i don't want to go back to Windows 7 lol
I was able to use dx11 2 or 3 months ago because recent version of NVIDIA's drivers fixed that issue on windows 8

You have Windows 8 installed with 310.70 drivers? Did you install Intel drivers apart, or use the ones together with Windows 8? I could upgrade to Windows 8 and then maybe it would work?

Installed WINDOWS 8. Installed the latest drivers supplied by nVIDIA. DOLPHIN DirectX9 / DirectX11 plugin(s) work perfectly and recognize the driver.
