any way i could reccomend someone to make a new sims bustin out ISO for Gamecube?

Sure, people can make new dumps, but it really doesn't help you unless they are dumping your disc (one that you own) on your behalf. You can do this yourself if you want to with a Wii that runs Homebrew apps and the CleanRip program. You can always get a friend to help you do the dumping if you don't or can't get a Wii capable of running Homebrew.
