This game has weird issue with frame rate (old Dolphin version only) . You shouldn't look at the FPS but focus at the "speed" (percent). I always have 40 FPS - 175% speed or 30FPS - 130% speed (many soldiers on the screen)
Normally , gane is set either :
_30FPS or 60FPS = 100 speed (NTSC)
_25FPS or 50FPS = 100 speed (PAL)
