For the money that an equivalent laptop costs, he could probably buy a shelf to put the stuff he has on the floor on, making room for a big desktop, though. Learn to make room then. Also, a powerful desktop doesn't need to be big in size. As AnyOldName said, MicroATX exists. MiniITX also exists although you'd be limited in hardware options. Nearly impossible to put a high-end cpu cooler in a very small case.
