Operating System: Windows 7 64 bit
Processor/CPU: Intel Core2 Duo CPU T6500 @ 2.10 GHz
Video Card/GPU: Intel 4 Series Express Chipset Family
Memory/RAM: 4 GB RAM/2.10 GHz/De;; Studio 1555
Dolphin Revision Currently Using: Dolphin 3.0-592 64-bit

I have Dual Core and Idle Skipping Enabled, Framelimit set to Auto.
The game runs at 30 - 40 % speed and I would like to speed it up to 100 so I can play. If you could please help me by pointing me in the right direction, or replying that would be fantastic. Thank you very much.

You can't. Your CPU is too weak.
But it might be improved. Post your settings

You will never get full speed with that PC

RE: New Super Marios Bros. Runs at 30 - 40% Speed - dbonar - 04-18-2012

Would I be able to get close, say 70 - 80%? Will my speed be better with other Wii/Gamecube games or about the same?

NSMB isn't a demanding Wii game. You can try GC games but it will be slow. Which games do you plan to play?

Your CPU is weak and your GPU is not used for gaming
Your GPU is not good enough for lowest setting (480p , no AA , no AF)
Intel HD 3000 is weak but at least it can handle lowest setting
Your GPU is much slower than Intel HD 3000
