I have Fps problems with Wind Waker..sometimes it's very laggy...
now my question. What are the best settings for my r7504?
RIG:
AMD Phenom 9950 BE Quad Core
XFX Radeon HD 6870
4 GB DDR2
Windows 7 32x Home Premium

Please read this announcement before making threads. If you're going to ask for settings, post the ones you have first, then we'll tell you what to change. Also, search or google around first. There are plenty of threads detailing settings for this game, for example this thread.
In this case, my recommendation to is use something newer. Use Dolphin 3.0 or the latest git versions (check the main Dolphin website). The defaults should be fine. Check the Dolphin Wiki entry for this game as well for further settings.
@WTFDINO - Be patient.
