which version of dolphin are you using? the newest version of dolphin will not have this error, because it changes the working directory to the dolphin folder.
with older versions of dolphin you need to be in the dolphin directory
cd "path/to/dolphin/" && dolphin.exe /b /e "path/to/game.gcm"
