Problems with Settings - emangamer - 03-11-2012
For some reason Dolphin is not letting me change a majority of the settings. The only things I can change are these:
Framelimit, Interface Settings, Backended Settings, Enable DTK, Dump audio, and Device Settings .
Any help will be appreciated

You won't be able to change many settings when in game, but should be able to when nothing is running. Also if you have made a custom build or compiled it yourself instead of using a more official one from the downloads page then you may encounter minor problems such as this.
