There isn't a best card for it right now.
Take me as an example here, I got a GeForce 280 GTX and playing mario kart wii with it or other cards with at least 512MB/256bits is the same thing. All cards stay on 30-40 FPS on MK Wii.
As far as I can see a 9800 GTX is a really good for a long time from now on, to play on dolphin. Of course a better card can be better in the future releases of Dolphin but what you should think first is how much would you like to spend on your new card, then we can think what card is the best.

It will be easier to tell what are the worst cards , those who doesn't actually run the emulator ^^
