What are your system specs? The game is supposed to run at a maximum of 60FPS (50 FPS if you're playing the PAL version) 29 FPS is like half the speed

Intel Q6850 @ 2.8 Ghz

I'm not sure if that graphics card is good enough, And allot of people would suggest overclocking your CPU to 3.0 GHz, Or get a better one. Now what are your Dolphin settings?

I set them to the "performance" guide here on the forum

It could be becuase of the build you're using, your specs aren't that bad to be honest.

Try newer and different builds and see how it works out for you, one build can't paint the whole painting.

You can also try the official 2.0 release.

It's all about trial and error.
