I remember reading about a fix for the ungodly levels of bloom used in certain parts of the game but I cant remember where. Maybe I dreamed it up, I dunno anymore. Can someone clue me in?

Yes a projection hack exists in older revisions of dolphin. It's not a good idea to use it though, it causes too many issues to be worth it.
