help with FPS read tuts still stuck - HackerYacker - 03-06-2011

My system specs are


AMD sempron M100 2.00 GHz
3GB Ram
64bit OS WIndows 7
ATI mobility Radeon HD 4200

I am using
Dolphin r7306
Dual Core Enabled
Enable Idle Skipping
Frame limit -Auto
Skip GC BIOS
JIT Recompiler
DSP LLE on Thread

Display:
Direct3D9

Set my display resolution to 800x600
window size 800x600 (im trying to lower things to speed up)
hide mouse
render to main window
enable progressive scan

GFX Config
Adapter is ATI mobility radeon HD 4200
aspect ratio is auto
anisotropic filtering 1x
anti-aliasing none
EFB scaled copy

EFB:
Scale- Fractional
Emulate format changes on

Copy -
Enable - Texture

Accurate Texture Cache
Enable - Fast

No tabs or settings under advanced.
Audio is DSP HLE
Enable DTK Music
Audio Throttle is off

Audio Backend is Dsound 48000Hz

All of my games run 100% and up to 30-60 frames during intro movies, menus, and start up, but when it comes to play the game i drop to 8-12 even though it says emulation is at 90-100%. I have only tried mario kart and sonic DX. Mario kart runs perfectly smooth till the race starts.
Are my system specs too low or am I setting everything up wrong? I have tried different recommended settings in other posts, but I can't get anything to work for me. If Someone could give me a good idea of speeding these up afew more frames I would greatly appreciate it.
