I think the translation is like this: "Can anyone tell me how to make Zelda TP run faster for me? [...]". It was a spanish to english translation I guess.

The biggest problem is the CPU, not only is Celeron low stream (lower than even a Pentium 4), but your CPU's frenquency is also quite low.
Time to spend some money mate, if you don't have money for a new computer and still want to play Wii games, buy a Wii...

SNES would be no problem at all, at least not if you've got a decent emulator.
But why bring up the SNES?
This is Dolphin, not ZSNES or something...
