i think its the speed of the emulation core...

if you got 100% fps speed
but 50% vps speed
your game runs at half speed...
like slow motion

that why you cant link fps with vps...

if the game runs with 30fps but with 60vps...
its useless to link the vps... to 30 = slowmotion

vps is vertical interruptions (refreshes) per second (or something like that). It's a good way of measuring the speed of the emulated cpu. Think of it like this. If you're running an NTSC game and your vps is reading 60 that means the emulated cpu is running fast enough to run the game at fullspeed if your gpu can keep up.

What settings are you using (general tab and audio)? For me it is linked. When vps goes down so does fps. I use the fps limiter and have audio throttle off. I'm guessing you're using the vps limiter and have audio throttle on.

btw natural, in speaking with ector, it seems 60VPS is correct even for wii games, and 120 is probably a glitch or hack related.
