I found the way to solve Soul Calibur 2 issue about FPS: 0, VPS: 60 - TERENCEYAO - 01-22-2011
I finally find the way to solve SC2 issue about FPS: 0, VPS: 60.
This issue only happen that rom is .gcm and this rom size is under 1.35 GB (1,459,978,240 bit).
You need to transform .gcm into .iso.
If your SC2 rom is .gcm,
Here is a tool named GCM Fixer.

It will help you to solve this SC2 issue.
P.S.
(1) Transform into 1.4gb Image.
(2) After you transform completly, rename the new file to *.iso
