... my laptop is not plugged in and charging.
My specs are good enough to get 60 fps on a number of games but whenever I try to use dolphin without being plugged in, I only get 45% speed and like 25 fps.
Specs are
i7 740
Radeon HD 6370
4gb ram
I know those arent the best specs but if im able to play full speed on some games why cant i also do that when not plugged in?
im guessing it might have something to do with my laptop itself and the battery options etc but ive already checked those settings.

Bingo. Just change your power profile settings. Or plug it in when you want to play dolphin.

many laptop profiles set the max cpu at around 80% when on battery.
