I am looking for the 360 controller plugin. i read that it used to be included in the package but isnt anymore.

I assume you are using a recent svn build from: http://www.dolphin-emu.org/
Input plugins are no longer used in recent revisions.
The built-in pad configuration supports 360 controllers just fine.
