We need your full system specs and dolphin settings. What OS you're using. And what games you're trying to run. For all we know it might be a cpu bottleneck that's the cause.

Type in System Information in Start menu if you have Windows 7 or Vista, click it and it will tell you your system specs. For Dolphin settings, load up dolphin and note down what have checked mark...

Type dxdiag in the start menu (or if you're using win xp click run on the start menu and type dxdiag)
Take a screenshot of the main page and the display tab

Neither your cpu nor your gpu is very powerful for dolphin since a powerful desktop is needed. You can do two things, lower your efb scale(graphics settings) setting to 1x or right click the iso in the iso list, select properties and tick efb to texture (you will sacrifice the mini map though). Can't think of anything else you can do. Also try selecting lock threads to cores, maybe the turbo boost of your cpu will help some more.
