I can't find the file for it on this forum.
I wish to be able to play with my keyboard and I heard that is the way. Anyone have any solutions

It's included with every new build...
Are you even using the new Svn builds? If you were, it is common knowledge to anyone using the Svn builds of Dolphin, that this plugin is included with every Svn build.
