Problem #2: I need to have compatible Microsoft Development Tools installed, but when I checked Intel's site, the site was offline?!

What's the link? (so we/I can check it)
Also, when did you receive this error? Was it when you were integrating with VS2010?
If so, I would re-install VS2010 and make sure you installed the full thing (all items selected).
This might also be due to a limit of an evaluation copy of VS2010 or ICC XE.
Edit: If you followed the
Windows_Build wiki on code.google.com, that would also explain it. I'm not sure exactly what you need, but you need more than what's described there for ICC XE to integrate with it (I think...)
Then what SDK's do I need... Which ones do you have installed?
Should just need the DX SDK. AFAIK Dolphin includes everything else.

I also went out of my way to install the latest
Windows 7.1 SDK because I have windows 7 and SP1 just came out for it.
I also probably install more than I need to.

Does it give you the option of integrating when you install ICC XE?
If so, does it fail with errors or just install like nothing is wrong?
If it installs without errors, VS2010 might be disabling ICC XE integration because its an evaluation copy.
When I re-wrote the tutorial, I did it while setting up all of it on fresh installations multiple times to make sure I got it right. If you do everything there you should at least get to where I'm at (compiles successfully but incorrectly).
