I downloaded the x64 ICC r7608 build from my site and tested it and it ran fine.

If the OpenMP changes were at fault, you wouldn't be able to run L102 bulids with +OpenMP in the description. So that isn't it.

When you try to run it, does absolutely nothing happen or does the icon for dolphin appear in the taskbar?
-Does the icon stay in the taskbar or does it just appear momentarily?

When i run it, absolutely nothing happen, only for a second "the loading icon" appears next to the cursor, as if something opened,
but no icon appears on the taskbar even for a second. I check the task manager to see if the process was opened, and it's not.

Confirming the issue with r7608_L103_x64_ICC. When attempting to run it, nothing appears as it seems to immediately close itself. The previous L101 and L102 builds had no problems executing.

I already had the latest VS 2010 Redistributables installed, but redownloaded the installers and tried repairing to no avail. I am also using an x64 AMD processor with SSE3 support (and was looking forward to the speed up, haha).

That's weird. That sounds exactly like what happened when I was trying to run builds compiled
when some of the libraries that were used were corrupt/not complete. This was fixed with a
fresh install of the compiler, but that's been fixed for a while now. (The compiler was compiling
with corrupt/not complete libraries which disabled the app from running on any computer)

Are you using an AMD processor?

Hmmm.... the /arch option should not be causing these issues >.<
it was specifically made for non-intel processors. I'm going to
rebuild 2: one with and one without, both same revision and see if
either one works for you guys.

EDIT: Is anyone with an INTEL processor having this issue?

A friend with Intel processor worked well.
