Everything is so simple...
Emulators including Dolphin are legal in most countries because they do not "use" any copyrighted material.
Only the games, names etc. of a console are copyrighted including the BIOS of the console.
The code of the emulator is irrelevant to them.
Emulators is also great for people who develops their own home brew games and want to play them for the corresponding format.
If anyone have any legal questions it would be better to ask a lawyer in your country because we all know downloading games is illegal.
So to all pirates, pick-up the phone and call your nearest lawyer's office and hear what they have to say.
